A worker at the Hinkley Point C construction site suffered serious injuries after being struck by a formwork panel that fell from approximately 29 metres. The incident prompted an investigation by the Office for Nuclear Regulation (ONR), which found that the BYLOR joint venture partners, Bouygues Travaux Publics SAS and Laing O’Rourke Delivery Limited, failed to adequately plan, manage, and monitor construction work to prevent health and safety risks.
As a result, in June 2026, the ONR issued improvement notices to BYLOR JV under Regulation 15(2) of the Construction (Design and Management) Regulations 2015. The notices highlight the need for better risk management practices during construction activities. Despite the severity of the incident, the ONR confirmed there was no risk posed to nuclear safety, the public, or the environment.
BYLOR JV has been granted an extension and must fully comply with the improvement notices by 14 September 2026. The ONR noted that progress has been made towards meeting the required standards to enhance safety on site.
