‘Too Tall’ Plan Proposes 272 Co-Living Flats in Bath

A developer has submitted plans to build a large residential complex comprising 272 co-living flats on Upper Bristol Road in Bath, near Windsor Bridge. The site, largely unused for two decades, would be transformed into four buildings ranging from three to four storeys tall, marking a significant change for this riverside area.

Unlike traditional flats, these residences would be designed as co-living spaces. While each unit includes a kitchenette, the development emphasizes extensive shared amenities such as communal kitchens, dining areas, lounges, a gym, co-working spaces, and even a cinema and events room. The goal is to foster a vibrant, affordable community where residents share facilities and experiences.

According to the planning application, the project aims to “create a hybrid space that balances stylish accommodation with an unmistakable sense of community,” encouraging a dynamic lifestyle among like-minded residents.

This will be Bath’s second co-living scheme, following a 2024 approval for 77 co-living flats on Wellsway—a decision that sparked considerable public debate.

However, opposition has already emerged. Jennifer Page criticized the proposal for being “two storeys too tall” and for dominating the local riverside character, while Dawn Goold questioned whether the development provides “real homes for real people,” suggesting it may only offer temporary housing.

The plans await further review and public comments by the Bath and North East Somerset Council.
