The collision took place on the westbound carriageway at Fenny Bridges, near Honiton, in a lay-by area at around 10pm on Tuesday, March 10. Devon and Cornwall Police report that a Vauxhall van driven by the man, aged in his 20s, collided with a parked heavy goods vehicle (HGV).
