Somerset Council Rejects Plans for Retirement Flats and New Co-op Store in Minehead Town Centre

Somerset Council has refused plans to build 35 retirement flats alongside a new Co-op store in the centre of Minehead. The proposals, submitted in March 2024, were a joint effort between The Co-operative Group Ltd. and McCarthy and Stone Retirement Lifestyles Ltd., aiming to modernize the existing food store on The Avenue and add retirement accommodation behind it.

The plan featured replacing the current Co-op food store with a smaller, updated outlet offering around 4,400 square feet of retail space. The 35 retirement flats would have included 24 one-bedroom and 11 two-bedroom units, with amenities such as a residents’ lounge, communal gardens, and guest rooms for visiting family members. Parking for 21 residents and 19 retail customers, along with storage for mobility scooters and bicycles, was also proposed.

Despite the potential benefits, the council’s planning officers rejected the application due to concerns over the store’s design. They described the new building as “incongruous” and inconsistent with the character of The Avenue, known for its two-storey buildings lining a tree-filled street. The proposed structure was considered out of place, detracting from the area’s established appearance.

Chief Planning Officer Alison Blom-Cooper emphasized that the development would cause “less than substantial harm” to the Wellington Square conservation area, failing to preserve or enhance this local heritage asset. As a result, the council chose to refuse the plans under delegated authority rather than through a public planning committee.

A spokesperson for the developers explained that the downsizing of the Co-op was intended to help it compete more effectively with other local superstores by maintaining a convenience store role. This strategy aimed to better serve summer tourists and allow longer Sunday trading hours.

At this time, the developers have not indicated whether they will appeal the decision.
