Bath and North East Somerset Council has announced proposals to increase parking permit costs by up to 20%, alongside new charges that will vary according to the size and emissions of vehicles. The planned changes, unveiled on Friday, October 17, aim to address safety concerns, reduce road congestion, and promote sustainable travel within Resident Parking Zones (RPZs).
Under the council’s proposals, the cost of permits would no longer be a flat rate. Instead, larger vehicles and those with higher emissions will incur higher fees. This policy is designed to discourage the use of bigger, more polluting cars, making narrow streets safer and less congested. Additionally, the council plans to remove the discount previously offered to electric vehicle (EV) permit holders, reflecting a shift in pricing strategy.
Councillor Joel Hist, Cabinet Member for Sustainable Transport Strategy, emphasized that permit prices have remained unchanged for over a decade despite rising maintenance and enforcement costs. He noted, “The proposed increase ensures those benefiting from RPZs contribute fairly to their upkeep.” He also highlighted safety concerns related to vehicle size, citing research showing that pedestrians and cyclists are 44% more likely to suffer serious injuries when struck by large vehicles—a figure that rises to over 80% for children. This aligns with the council’s Vision Zero goal to eliminate road deaths and serious injuries.

The cost of visitor parking permits will also see a gradual rise, increasing from £1 to £2.50 per day by 2028.
Residents and businesses in Lambridge are currently invited to provide feedback on the draft RPZ plan, which includes an area bordered by Valley View Road and London Road, and proposes extending the Walcot RPZ into Grosvenor Place. The consultation period runs until Friday, November 14, with formal statutory consultations expected next year. Consultations for potential RPZs in Locksbrook and Audley Grove will commence later this autumn.
