A worker at the Hinkley Point C construction site sustained serious injuries after a formwork panel fell approximately 29 metres onto them.
The incident occurred under the responsibility of the BYLOR joint venture, a partnership between Bouygues Travaux Publics SAS and Laing O’Rourke Delivery Limited. In response, the Office for Nuclear Regulation (ONR) issued improvement notices to both companies in June 2026.
Following an investigation by the ONR, the incident was classified as reportable under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) 2013. The regulator confirmed that, despite the severity of the injury, there was no threat to nuclear safety, public health, or the environment.

The ONR found that BYLOR JV did not adequately plan, manage, and monitor the construction work to minimise health and safety risks as far as reasonably practicable. Consequently, the improvement notices were issued under Regulation 15(2) of the Construction (Design and Management) Regulations 2015.
Since then, progress has been made towards fulfilling the requirements of the notices. The ONR has granted BYLOR JV an extension, allowing them until 14 September 2026 to fully comply with the issued improvement notices.
