Residents of Berkeley House, a 10-storey block of flats on Snow Hill in Bath, have endured escalating anti-social behaviour over the past six months, leaving many feeling unsafe and vulnerable. Unlawful visitors have been entering the building, using drugs, urinating and defecating in lifts, and even contaminating communal areas with used needles and blood.
In response to numerous complaints and growing distress among tenants—many of whom are elderly, families with young children, or otherwise vulnerable—Bath Magistrates’ Court issued a partial closure order on July 1. This three-month order prohibits anyone who is not a resident, an approved visitor, or authorized personnel from entering Berkeley House.
This is the first time such an order has been granted for a block of flats in the Bath and North East Somerset area. Breaching the order carries severe penalties, including up to six months in prison and an unlimited fine.

Justyna Domalewska, Avon and Somerset Police’s Anti-Social Behaviour Coordinator, stated: “Despite multiple interventions, the disruptive, drug-related behaviour remained entrenched, profoundly affecting residents’ health, wellbeing, and sense of safety. Many felt too intimidated to leave their flats.”
The order aims to restore calm and provide tenants the peace they deserve. Authorities are increasing police patrols to enforce the order and working closely with housing provider Curo and local councils for ongoing support.
Andrew Snee, Curo’s Director of Housing and Support, expressed: “The unacceptable level of anti-social behaviour has deeply impacted many residents. Our priority is to restore safety and normality, and we are grateful for the police’s commitment to finding lasting solutions.”
Additional security measures are underway, including reinforcing entry doors and installing CCTV, to deter unauthorized access and support evidence gathering.
