Residents of Berkeley House, a 10-storey block of flats on Snow Hill in Bath, have endured escalating anti-social behaviour over the past six months, leaving many feeling unsafe and vulnerable. Non-residents illegally entering the building have engaged in alarming activities, including drug use, urinating and defecating in lifts, and leaving used needles in communal areas.
In response to these serious issues, Bath Magistrates' Court issued a partial closure order on July 1, barring anyone who is not a resident, approved visitor, or authorized personnel from entering the building. This three-month order is the first of its kind in the Bath and North East Somerset region. Violations of the order carry penalties of up to six months imprisonment and unlimited fines.
Justyna Domalewska, Anti-Social Behaviour Coordinator at Avon and Somerset Police, highlighted the distress caused by persistent drug-related anti-social behaviour, particularly affecting vulnerable tenants such as elderly residents and families with young children. She emphasized that despite repeated interventions, the unruly conduct persisted, creating unsanitary and intimidating conditions that deterred residents from leaving their homes.

“The closure order is designed to restore peace and provide the residents much-needed relief. We’re committed to partnering with Curo and local authorities to support residents and respond promptly to any breaches through heightened police patrols,” said Domalewska.
Andrew Snee, Curo’s Director of Housing and Support, expressed strong support for the measure, acknowledging the severity of the situation and the urgent need to re-establish safety and normality within the community.
In addition to the closure order, Avon and Somerset Police and housing provider Curo are implementing further security enhancements, such as securing entry doors and progressing the installation of CCTV, to monitor and deter future incidents effectively.
