‘Oppressive’ 19-Bedroom HMO in Weston-super-Mare Approved by Narrow Council Vote

In a tightly contested decision, North Somerset councillors voted 6-5 to approve the conversion of extensions at the derelict Grand Central Hotel in Weston-super-Mare into a 19-bedroom house in multiple occupation (HMO). This follows unanimous approval for the broader redevelopment of the building into 28 flats, aiming to revive a long-vacant landmark facing the Grand Pier.

Developers from Taelon Ltd argued that the HMO element was essential for the financial viability of restoring the iconic but neglected former hotel. However, planning officers recommended refusing permission for the HMO due to concerns about its location on York Street, a narrow alleyway. Officers warned the site would create “an unpleasant and oppressive place to live,” given the inadequate natural light and limited views, which would adversely affect residents' living conditions.

Despite this, councillors chose to prioritize the regeneration benefits. Planning committee chair Robert Payne acknowledged the concerns but viewed the redevelopment’s broader neighborhood benefits as justification for the compromise. Some councillors, including Tom Nicholson, expressed unease but were persuaded by assurances from the applicant, who agreed to conditions requiring completion of the main hotel flats before occupation of the HMO.

Opposition councillors feared the decision set a worrying precedent, with one describing it as a form of “blackmail” linked to the viability of the overall project. Independent member Mike Solomon reflected on the subjective nature of living conditions, noting that prospective tenants would weigh the downsides against the location’s advantages—being mere steps from the beach, town centre, and outdoor spaces.

Despite the criticisms, the narrow majority in favor enables Taelon Ltd to move forward, with the developer expressing optimism about revitalizing a significant but long-disused building and contributing positively to Weston-super-Mare’s regeneration.
