First Steps Opportunity Pre School in Keynsham has been honored with an ‘Outstanding’ rating by Ofsted, highlighting the exceptional care and support it provides to children aged two to four with special needs.
In a report published on October 17, Ofsted inspectors commended the pre-school for delivering an “exceptionally high level of support” to both children and their families. The staff’s dedication and high aspirations inspire not only the children but also the wider team working with them.
Parents have expressed deep gratitude, describing the pre-school as a place that supports their children “amazingly,” providing reassurance and relief.

With 33 children enrolled, staff focus on fostering independence through patient and tailored approaches to behaviour management. Inspectors noted how children are encouraged to meet their sensory needs and regulate emotions in positive ways. For instance, children who show frustration are guided towards calmness through sensory activities like spinning in a chair surrounded by their favorite toys, such as dinosaurs. These focused sessions help children explore new movements independently, enhancing their self-regulation skills.
The staff’s ability to adapt activities ensures that every child can participate comfortably, avoiding overwhelming sensory experiences. Simple but thoughtful measures, such as setting up a small table for children hesitant to join group snacks or moving instruments outside to accommodate those uncertain about entering indoor spaces, are praised as highly effective. These steps gradually build the children’s confidence and engagement in a sensitive, nurturing manner.
The Ofsted report also highlighted robust safeguarding procedures and praised the pre-school’s close collaboration with professionals to address children’s complex health and welfare needs. Staff handle sensitive situations with compassion and careful consideration, ensuring the children’s safety and well-being are always prioritized.
