The arrest of MP Dan Norris on April 4 on suspicion of rape and child sex offences has posed a significant challenge for constituents in North East Somerset and Hanham. The local MP faces allegations including sexual offences against a girl, rape, child abduction, and misconduct in a public office, most of which are said to have occurred in the 2000s, with an additional alleged offence of rape in the 2020s. After being arrested, Norris was suspended from the Labour Party and is now serving as an independent MP for the constituency.
The North East Somerset and Hanham constituency, established in the last general election, spans the area around Hanham, Warmley, Bitton, Keynsham, Saltford, and Paulton. As constituents grapple with the impact of these allegations, the constituency office continues to operate, providing assistance and engagement with the public.
New Parliamentary regulations require a risk assessment when an MP is arrested for a violent or sexual offence, potentially resulting in their exclusion from the Parliamentary estate. While the decision regarding Norris’s situation remains undisclosed, the House of Commons follows a confidential process, as outlined in Standing Order 164, to address sanctions on implicated Members.

Apart from his Parliamentary duties, Norris also serves as the Metro Mayor for the West of England Combined Authority, overseeing initiatives to enhance regional transportation and drive major investments. In response to his arrest, the combined authority has initiated specialized trauma support for its staff. Moreover, an election to appoint the new Metro Mayor is scheduled for May 1, as Norris, following Labour Party policy on second jobs, is not seeking re-election.
Amid the upcoming mayoral election, the combined authority is in a “pre-election period,” temporarily pausing substantial decision-making processes. The deadline for voter registration for the imminent election is April 11, with the need for accepted photo identification to cast a vote.
The ongoing investigation, managed by Operation Bluestone, the force’s dedicated unit for rape and serious sexual assault investigations, has been providing support to the victim while urging the public to refrain from speculating on the circumstances to facilitate uninterrupted inquiries.
