Significant disruption is expected on the A382 in Newton Abbot as a major upgrade project gets underway later this month. The scheme includes an initial 11-month closure at Whitehills roundabout, followed by a separate year-long shutdown at Forches Cross, in order to realign the road and build the Jetty Marsh Link road.
Devon County Council has confirmed that these improvements aim to reduce congestion, enhance road safety, and provide better facilities for pedestrians and cyclists. The project supports greater accessibility while promoting sustainable transport options.
A public drop-in event will take place at Newton Abbot Town Hall on Tuesday, September 9, from 2pm to 7pm. Here, residents can review detailed plans and discuss the scheme with the project team. Following the event, proposals will be displayed at Newton Abbot Library throughout the rest of the month.

Traffic management plans include clearly marked diversion routes to minimize disruption. Traffic simulation software has been employed to test different approaches, demonstrating that full road closures with diversions would result in less overall disturbance and reduce construction time by up to a year compared to managing traffic with temporary lights.
This initiative is supported by the UK Government, Devon County Council, and Teignbridge District Council and aligns with Teignbridge’s Local Plan to free space for future developments. Additionally, the project is part of the Live Labs 2 programme, overseen by the Association of Directors of Environment, Economy, Planning and Transport. It aims to make the A382 the UK’s first “carbon negative” road, lowering emissions throughout construction and ongoing maintenance.
