Major Somerset town centre site may be back up for sale again

A pivotal development site in Frome may soon be back on the market after delays caused by a lack of financial proof from the prospective buyer. Somerset Council’s executive initially agreed in January to sell the 12-acre Saxonvale site to Mayday Saxonvale, a community-focused group planning to build affordable homes, commercial spaces, and leisure facilities. However, the sale has yet to be completed, and the council is reconsidering its options due to the absence of proof of funding from Mayday Saxonvale Development Ltd.

Mayday Saxonvale had envisioned transforming the former industrial site into a vibrant mixed-use development including housing, employment opportunities, and unique features like a lido. The group was given exclusivity after the previous developer, Acorn, withdrew from the project shortly after selection.

An Extraordinary Executive meeting is scheduled for 24 October at Frome Town Hall to discuss alternative disposal strategies. Though Mayday Saxonvale might remain involved in future discussions, they risk losing their exclusive rights to the site if alternative plans are approved.

Cllr Bill Revans, Leader of Somerset Council, expressed frustration over the stalled sale: “Despite ongoing support and several months of discussions, tangible proof of funds has not been provided. It’s imperative we progress to benefit Frome residents and safeguard taxpayers' interests.”

Somerset Council requires the sale to generate essential capital receipts to strengthen its financial position and reduce ongoing site maintenance costs. The original resolution to sell to Mayday Saxonvale was made in January 2025, with a draft contract issued in February and a completion target of March 2025. However, no contracts have been exchanged to date.

Cllr Mike Rigby, Lead Member for Economic Development, Planning and Assets, highlighted the council’s willingness to consider other options: “Despite numerous meetings and promises spanning back to July 2024, Mayday Saxonvale has yet to submit credible proof of funds or a firm timeline. We want to see the site developed and are prepared to explore alternative routes.”

Mayday Saxonvale’s ambitious plan comprises 263 homes, with at least 30% designated affordable (potentially reaching 50%), over 10,000 square meters of commercial and community spaces including an enterprise center and community kitchen, a cultural center in the western warehouse, a riverside park, children’s play areas, improved cycling links, road realignments, new public spaces, a hotel and spa, a lido, and nearly £828,000 earmarked for enhancing local schools.

The council acquired the combined 12-acre site from three adjacent landowners to enable a sustainable, high-quality urban development alongside the River Frome that meets housing demand and invigorates the town center.

As the October meeting approaches, Somerset Council must decide whether to renew negotiations with Mayday Saxonvale or open the door for new development proposals that can bring this vital regeneration project to fruition.
