The Independent Office for Police Conduct (IOPC) has opened an investigation following the death of an 18-year-old man who exited an ambulance on the M5 motorway and was subsequently struck by a passing car.
The incident occurred late on Sunday, November 30, when the ambulance transporting the young man stopped on the northbound carriageway between Weston-super-Mare and Clevedon at approximately 11:05 p.m. to administer treatment. During this time, the teenager unexpectedly got out of the ambulance onto the live motorway.
A police officer on scene attempted to guide the man to safety to minimize risks to both him and other road users. Unfortunately, moments later, the teenager was hit by a southbound vehicle driven by a member of the public. Despite immediate efforts from emergency responders, he was pronounced dead at the scene, Avon and Somerset Police confirmed.

The IOPC spokesperson said the office had received a referral from Avon and Somerset Police and was actively investigating the events surrounding the death. “Our investigators have begun collecting evidence from the police post-incident procedures,” the spokesperson added. “Our condolences go out to the family and everyone affected by this tragic loss.”
Assistant Chief Constable Joanne Hall expressed profound sympathy, stating, “Our thoughts are with the man’s family during this devastating time, and we are committed to supporting them fully.” She also acknowledged the emotional impact the incident has had on police officers, ambulance crews, and witnesses, noting that appropriate welfare support is being provided to all involved.
A mandatory referral to the IOPC was made by the police Professional Standards Department, and Avon and Somerset Police are cooperating fully with the ongoing independent investigation.
