Located in the heart of Bath, Northumberland Place is a hidden gem bustling with bars and restaurants, nestled opposite the city’s Guildhall. A recent planning application has been submitted to Bath and North East Somerset Council for a new cafe bar to open in a vacant premises on the street.
The proposal aims to bring new life to the charming street, preserving its historic atmosphere. Scott Martin of Skogen, known for a successful cafe bar and pizza restaurant just outside Solihull, is seeking permission for a change of use and a revamp of the shopfront. The plans include painting the timber parts of the shopfront light green, installing a new hanging sign, and adding a canvas awning for limited outdoor seating in the summer.
The application emphasizes the intention to enhance visitors' experience of Northumberland Place while maintaining its distinctive historic character. This street, which remains one of Bath’s best-preserved historic commercial lanes, is a vital part of the city’s heritage environment. The proposed changes aim to allow the urban character to be experienced much as it was two centuries ago.

While essential alterations to the internal layout are planned to accommodate the cafe bar, the existing office spaces on the top floor will be refurbished and retained for office use. However, concerns have been raised by existing businesses regarding the potential impact of additional outside seating on pedestrian traffic and congestion in the narrow passage.
The planning decision is expected by June 9, pending a possible listed building consent application. To view and comment on the application, visit the council’s website.
