Funding Needed for Development of Empty Sites in Weston-super-Mare

The development of empty spaces in the centre of Weston-super-Mare may require additional funding to move forward, as per a warning issued to the councillors. Notably, Dolphin Square, located between Weston-super-Mare Town Hall and the seafront, and the vacant land on Walliscote Place have been identified for development. These sites form a crucial part of North Somerset Council’s development strategy to provide housing, employment opportunities, and revenue generation.

Despite the recent unveiling of homes at Locking Parklands as part of the council’s development strategy, a report presented at the council’s place, economy, and planning scrutiny panel raised concerns about the slow progress and financial challenges. It noted that the economic instability and cost inflation have further strained the viability of these sites.

In an upcoming council meeting, a recommendation is expected to prioritize the redevelopment of Dolphin Square, Walliscote Place, and the council’s Castlewood offices in Clevedon. However, the report indicated that these developments are likely to require public sector subsidy due to their financial challenges. To expedite the process, the council is considering a partnership with development company Aequus, owned by Bath and North East Somerset Council, which could streamline the procurement process and entail lower profits than a private sector developer.

During a recent scrutiny panel meeting, concerns were raised about the implications of such a partnership on the rates situation in Bath and North East Somerset as opposed to North Somerset. The assistant director of placemaking and growth at North Somerset Council clarified that while the council has the capability, the establishment of Aequus took Bath and North East Somerset Council several years.

Additionally, the council’s development strategy includes the ongoing development of 52 homes at the Uplands in Nailsea by Strongwood Homes.
