Frome’s Safer School Streets Scheme Made Permanent for Lasting Child Safety

Frome schoolchildren will benefit from safer journeys to and from school indefinitely, following the decision to make the Safer School Streets scheme permanent. Since its launch in April 2024, the initiative has transformed traffic conditions around four primary schools in the town’s western area.

The scheme introduced 20mph speed limits, distinctive traffic calming measures, and restricted motorised vehicle access during school pick-up and drop-off times on roads near Oakfield, Trinity, Critchill, and Park Road near Avanti Park School. Originally funded by the Department for Transport (DfT) as an 18-month trial, the project was overseen by Frome Town Council in partnership with Somerset Council and the Walk Wheel Cycle Trust (formerly Sustrans).

Following a consultation held in April, the town council confirmed the scheme’s permanent adoption. Data gathered during the trial period highlighted a 36% drop in traffic volume during busy school hours, supported by CCTV footage from the Park Road zone. Additionally, surveys conducted by the Walk Wheel Cycle Trust in October 2022 and October 2024 showed a notable reduction in average vehicle speeds along the 20mph zones on Somerset Road and Oakfield Road.

Local research also revealed strong community support, with most respondents favoring the continuation of the measures. There has been an encouraging increase in active travel among parents since the trial began, reaffirming the scheme’s positive impact.

Town Councillor Anita Collier expressed satisfaction with the decision: “The high approval rating from parents and schools validates the project’s success in making school journeys safer. The new zebra crossing on The Butts, enabled by the scheme, is another welcome benefit. Our ongoing data and survey feedback justify retaining these vital safety measures.”

While a repeat road safety audit by Somerset Council is pending, the traffic regulation order finalizes permanent 20mph limits, timed road closures, and traffic-calming measures in the affected school zones.

Councillor Carla Collenette emphasized the council’s continued commitment to community feedback: “We recognize some areas of the scheme face challenges, and we remain eager to work with residents and Somerset Council to enhance safety further and secure additional government funding."
