Residents of Frome are gearing up for a renewed fight against the construction of a controversial battery energy storage facility near a densely populated residential neighborhood.
Battery energy storage systems store excess electricity generated during low-demand periods and supply it back to the National Grid when demand peaks, aiding in energy management and reducing reliance on fossil fuels. However, safety concerns around fire hazards have sparked community opposition.
Trina Solar UK HoldCo Ltd. submitted plans in June 2023 to build a 30 MW capacity storage site on land north of Styles Close, adjacent to an existing substation. This proposed facility would be similar in scale to the Fideoak site in Taunton, developed by South Somerset District Council.

After strong objections from local residents and political backing from MP Anna Sabine, Somerset Council’s planning committee east voted in early February to refuse permission for the project. Despite this, the developer has lodged an appeal with the Planning Inspectorate, prompting residents to continue their campaign.
The development site would connect directly to the substation, with newly created wetlands planned nearby to offset environmental impacts. However, safety remains the foremost concern among locals.
MP Anna Sabine voiced cautious support for green energy transition but warned about fire risks linked to batteries of all scales, from small household units to large facilities. She expressed unease over the adequacy of current risk mitigation plans.
Councillor Adam Boyden highlighted the permanent transformation of the local meadow and the community’s fears over fire safety, while Councillor Edric Hobbs questioned whether committee members would personally feel comfortable living adjacent to such a site—many answering no.
The Planning Inspectorate confirmed that the appeal will be decided through written submissions rather than an in-person hearing. Residents wishing to make representations can do so online by September 2, quoting case reference 3369276. The final decision is expected before Christmas.
This ruling will coincide with decisions on other major developments in Frome, including the Selwood Garden Community and housing projects at Packsaddle Fields, both currently under public inquiry.
As local voices rally against perceived hazards, the future of the battery energy storage site hangs in the balance.
