Chloë Hammond, a 34-year-old nurse who uses a wheelchair and drives a specialised van to accommodate her powered wheelchair, finds herself excluded from several parking facilities in Somerset due to new height barriers. Her van stands at 2.36 meters tall, exceeding the 2-meter height restriction recently introduced at Silk Mills Park and Ride in Taunton by Somerset Council.
The council implemented these height barriers as a security measure to prevent unauthorized encampments, aiming to protect the site from disruption and damage. Councillor Richard Wilkins explained that these steps help maintain safety and order following reports of unauthorized groups using the park and ride area.
Unfortunately, these barriers have prevented Chloë from using the park and ride since the changes took effect. Similar height restrictions have caused issues elsewhere in Somerset, including at the Hutton Moor Leisure Centre in Weston-super-Mare. Additionally, upcoming events like the North Petherton Carnival have required extensive planning—taking weeks—to secure alternative parking due to similar barriers.

Chloë expressed frustration over the difficulties she’s faced, acknowledging the council’s concerns but urging for better inclusive solutions. She suggested the use of liftable height barriers, which would allow drivers to verify their vehicle registration and gain access if necessary.
“It’s not a choice; I can’t simply switch vehicles,” Chloë said. “My van is specifically adapted to support my powered wheelchair.”
A Somerset Council spokesperson acknowledged the inconvenience for a minority of vehicles exceeding two meters, including wheelchair-accessible vehicles like Chloë’s. They assured that alternative parking options are available in Taunton’s town centre for taller vehicles. The council emphasized that the barriers are essential to deter frequent unauthorized encampments, which have caused costly damage and disruption over the years.
Meanwhile, North Somerset Council confirmed that height restrictions also exist at Hutton Moor car park but noted that two barriers can be removed to accommodate taller vehicles. A staffed buzzer system is in place to grant access for those needing it, offering some flexibility for vehicles exceeding the height limit.
Despite these provisions, Chloë’s experience highlights the ongoing challenges faced by disabled drivers under current parking restrictions, calling for more inclusive and adaptive solutions to balance security with accessibility.
