Developers Building New Somerset Homes Urged to Invest in Community Infrastructure

Bath and North East Somerset Council is inviting residents to share their opinions on how developers should contribute to community benefits and infrastructure improvements. Ahead of the Local Plan Options consultation this autumn, the council has launched a six-week consultation focusing on increasing developer contributions.

Proposed measures aim to secure greater financial support from developers to fund essential services, including home-to-school transportation, GP surgeries, Early Years education, and provisions for Special Educational Needs and Disabilities (SEND).

Councillor Matt McCabe, Cabinet Member for Built Environment, Housing and Sustainable Development, emphasized the council’s proactive stance: “We are clearly setting expectations upfront. Development for private profit must be accompanied by tangible investment in our communities. We are not waiting for the Local Plan options to be finalized to make this clear. We are taking action now to protect residents and ensure infrastructure and community benefits are integral to the planning process.”

The consultation seeks input on a draft Planning Obligations Supplementary Planning Document (SPD) Interim Update, which outlines the council’s approach to securing planning obligations—financial contributions from developers used to mitigate the impacts of new developments.

Previously, millions of pounds secured through Planning Obligations have been invested in schools, green spaces, public realm enhancements, and highway improvements throughout Bath and North East Somerset.

The consultation will run until 5pm on August 29. Residents, developers, and stakeholders are encouraged to participate and provide feedback. More details and the consultation can be found on the council’s website.
