Competition Watchdog Issues Warning Over Heating Oil Price Hikes Amid Middle East Conflict

The UK’s Competition and Markets Authority (CMA) has issued a stern warning to heating oil suppliers amid sharp price increases driven by the ongoing conflict in the Middle East. The watchdog stressed that consumers who have placed orders should receive their heating oil at the agreed price and that suppliers must maintain fairness and transparency.

Heating oil, a primary source of home heating for around 1.5 million households in the UK, has seen prices surge by as much as £100 in just one week due to global oil market instability. The impact is particularly severe in Northern Ireland, where 62.5% of homes rely on heating oil—significantly higher than the UK average of just over 5%.

Unlike other energy consumers, those using heating oil are not protected by Ofgem’s energy price cap, which currently limits price increases until the end of June. This leaves many customers vulnerable to rapid price fluctuations.

Emma Cochrane, acting executive director for consumer protection at the CMA, emphasized the watchdog’s commitment to safeguarding consumers: “We recognize the pressures caused by the situation in the Middle East and understand the financial strain on households. We expect suppliers to honour agreed prices and provide clear, fair terms. Any breaches of consumer or competition law will be met with swift action.”

The CMA’s announcement follows a letter from Energy Secretary Ed Miliband and Energy Minister Michael Shanks to UK and Ireland Fuel Distributors Association chief executive Ken Cronin. The letter underlined that the fuel distribution industry remains bound by consumer protection and competition laws, with the CMA actively gathering evidence to ensure consumers are treated fairly.

The government’s message was clear: pricing must be fair, transparent, and justified by genuine market conditions. Suppliers are expected to offer timely and straightforward explanations for any price changes, especially if prices are confirmed shortly before delivery.

With heating oil customers currently lacking price cap protections and facing substantial cost volatility, the CMA’s firm stance seeks to prevent unfair practices and protect vulnerable consumers during these uncertain times.
