The community of Frome is celebrating after the decision to refuse planning permission for a housing development on Packsaddle Fields. The cherished green space, which has been in public ownership since 1973, had faced a proposal for 74 homes and a children’s home. However, the local council’s planning committee has rejected the plans, prompting significant cheering within the council chamber.
The community now aims to purchase the land and protect it forever through the asset of community value bidding process, preventing any future attempts to build on the site. Despite promises by the developer to provide affordable housing and contributions to local schools and infrastructure, the council, echoing locals' concerns, has stood firm in its decision to protect the landscape.
The area of open space has been a daily recreational spot for Frome residents for 50 years and was recognized as an asset of community value in 2023. The rejection of the housing proposal has been praised by local campaigners and councillors, who highlighted the significance of the fields to the community and the adverse impact the development would have on the area.

The community’s success means they can now instigate a 12-month moratorium on any development, allowing time to raise the funds needed to purchase the land and ensure its preservation.
While the developer is considering its next steps, the refusal of the housing plans marks a significant victory for the community and the preservation of this beloved green space.
