Battle for beloved Frome green space continues despite planning refusal

Packsaddle Fields, a treasured green space on the edge of Frome, is still facing the threat of development as a developer has lodged an appeal following the refusal of their plans. The land, under public ownership since 1973, was initially designated for a new school but is now the subject of plans for 74 homes and a children’s home put forward by housing association LiveWest.

In March 2022, Somerset County Council announced its intention to sell off the land and entered into an agreement with LiveWest, prompting objections from locals who wish to preserve the landscape. The council’s planning committee east rejected the proposed development on January 7, aligned with the community’s desire to safeguard the area.

Efforts are underway by the local community to acquire the land through the asset of community value bidding process. Despite this, LiveWest has appealed the decision and a public inquiry is set to take place in the coming months. The committee had initially postponed a decision on the development in November 2024 due to concerns regarding affordable housing provision and contributions to local schools.

Under revised proposals, 22 percent of the new homes were planned to be affordable, with LiveWest committing to funds for local school places and road upgrades. However, councillors have expressed the view that the loss of the green space would be detrimental to the town and its residents.

The situation in Frome is reflective of the wider housing expansion in the area, with various construction projects underway. The need for housing is juxtaposed with the importance of preserving green spaces, raising complex questions about sustainable development and community well-being.

The Planning Inspectorate will conduct an in-person public inquiry in July 2023 to address the dispute, providing an opportunity for formal representations to be made on the matter.
