Avon Fire & Rescue Service (AFRS) has announced plans to vacate its shared headquarters with Avon & Somerset Constabulary in Portishead and relocate to its existing training base at Severn Park in Avonmouth.
Since 2017, AFRS has shared the Portishead site with the police. However, a partnership agreement involving the Severn Park Training Centre—jointly used with Devon & Somerset and Gloucestershire fire services—is set to expire in March 2028. As the lead service responsible for half the associated costs, AFRS intends to assume full ownership and management of the centre.
The proposed move, targeted for winter 2028, will transform Severn Park into AFRS’s new headquarters while maintaining its vital training facilities for operational and corporate staff. These include fire behaviour training, new recruit programs, road traffic collision simulations, and classroom courses.
AFRS has been engaged in a private finance initiative (PFI) for Severn Park since 2002 alongside neighbouring services. With the PFI’s conclusion, the service sees an opportunity to maximise the site’s potential under its exclusive control.
A spokesperson detailed that a steering group has been established to evaluate the relocation, considering logistics, environmental impact, financial factors, and staff needs. Employees were recently surveyed to gather input on workspace requirements such as meeting rooms, office configurations, and overall functionality to ensure a supportive and engaging environment.
Moreover, the move will allow AFRS to consolidate various teams and functions currently spread across different locations. Avon & Somerset Police plans to occupy the space vacated by AFRS at the shared Portishead headquarters by December 2028.
